An Independent Consultancy Built on Experience
Front End Engineering Consultancy was founded in 2020 on a straightforward principle: operators and EPCs should have direct access to the engineer responsible for each decision and deliverable. FEEC brings together four principal consultants with a combined experience exceeding 100 years across process engineering, EC&I, project management, and — critically — the operator side of the business.
We have delivered across six continents — designing FPSO topsides in West Africa, managing modular gas facilities in South Asia, facilitating HAZOP workshops in Southeast Asia, and engineering seawater injection systems in the Middle East. Our clients include independent operators running fast-track early production campaigns and major service companies tendering complex offshore packages across upstream and midstream sectors.
Based in South East Asia, FEEC works across Asian and European time zones and supports both regional and international projects. Every engagement is delivered by FEEC principals in-house, without associates or subcontractors, so clients retain direct access to the people making and checking technical decisions.
Operator Perspective
One of our principals spent 34 years on the operator side — at Total, Marathon Oil, and Talisman Sinopec — before joining FEEC. Every design we produce is challenged not just for process correctness, but for real-world operability: maintainability, turndown behaviour, and the practical concerns that only someone who has actually run a facility truly understands.

The Team
Principal Consultants
Jose has 20+ years of upstream process-engineering experience across Southeast Asia, the Middle East and West Africa. His work includes FEED studies, process simulation and detailed design for FPSO topsides, MOPUs and modular early production facilities. His experience spans focused simulation studies, design-basis development and P&ID preparation through to complete FEED packages and detailed-design support. He applies the same technical rigour to a targeted engineering review as he does to a major facility-development project. Jose’s primary focus is developing practical process designs that are safe, operable and appropriate for the project’s commercial and schedule constraints. He is particularly experienced in fast-track developments, where early decisions must be made with limited information without compromising the integrity of the final design.
Darren has 25+ years of project and construction-management experience across six continents. He has managed international contractors, complex supply chains and multidisciplinary engineering teams from early concept development through construction and operational handover. His experience covers owner’s-engineer assignments, procurement, contractor coordination, construction management and fast-track project delivery. He understands how engineering, commercial and site activities must work together to maintain progress when priorities, resources or project conditions change. Darren’s strength is maintaining focus on the project’s operational and commercial objectives while managing the practical details required to achieve them. He brings a direct, delivery-focused approach to resolving interfaces, controlling risk and keeping first-production targets in sight without losing control of quality or scope.

Rob Binner
Principal Consultant — EC&I Engineering
Rob has 40+ years of experience in the field of Instrumentation and Control, from his student apprenticeship with one of the founders of modern process control through to Senior Consultant positions with industry leaders. He combines strong technical and commercial awareness across all project phases, with a focus on delivering what is actually needed for successful operation and ownership. He has extensive Facilities knowledge and experience spanning electrical, mechanical and process disciplines, together with a practical understanding of how projects work and the pitfalls they may encounter. His primary areas of focus are Concept Development, FEED and Commissioning, but he is also comfortable leading, guiding or supporting the development of a design basis through to a well-equipped, instrumented, safe and successfully operable facility, or indeed for the optimisation or extension of existing plants.
Ian is a Chartered Chemical Engineer and Fellow of the Institution of Chemical Engineers with 34+ years of industry experience. He spent much of his career on the operator side, including roles with Total, Marathon Oil and Talisman Sinopec, before joining FEEC as a Principal Consultant. His experience spans process engineering, brownfield studies, facility debottlenecking and HAZOP facilitation. He combines a strong technical foundation with the practical understanding gained from working directly with operating assets and the teams responsible for their long-term performance. Ian approaches each design from an operator’s perspective, challenging it not only for technical correctness but also for safety, maintainability and real-world operability. His focus is ensuring that engineering recommendations remain practical throughout the facility lifecycle and address the realities faced by the people who must operate the plant.
